Are Dogs Allowed Off Leash at Carmel Beach?

Dogs may be off leash on Carmel Beach only when they meet Carmel’s full voice-control standard. Here is the 25-foot, recall and leash rule to know before you go.

Poodle Day brings a crowd of curls to Carmel this weekend, but the beach rule belongs to everyone: off leash is allowed only when a dog meets the city’s full definition of voice control.

Yes, dogs may be off leash on Carmel Beach—but only while they remain under voice control. In Carmel, that phrase has four specific requirements: you must have a leash ready, your dog must stay within 25 feet, return to within three feet when called, and remain there when people or animals are present. If any part fails, the dog does not meet the city standard and should be leashed.

What does “under voice control” mean in Carmel?

Carmel’s rule is more exact than “my dog usually comes back.” The city’s Animal Services guidance says an off-leash dog is under voice command only when all four of these conditions are met:

  • The handler has a chain, strap or cord ready to put the dog quickly on leash.
  • The dog stays no more than 25 feet from the handler.
  • The dog returns to within three feet when called.
  • The dog remains within three feet when other people or animals are present.

That last point matters on a busy beach. Recall is not complete if the dog returns, then immediately runs back toward another dog, a child, a picnic or shorebirds. The rule is about both returning and staying close when the beach is shared.

If your dog cannot do that reliably in the actual setting—not just in the backyard—the practical answer is simple: keep the leash on. Carmel Beach can still be a good walk without making off-leash freedom the goal.

Does Poodle Day change the rule?

No. Poodle Day on Saturday, October 3, creates two different dog contexts, and the rules should not be blended together.

The official Poodle Day schedule says the event opens at 8 a.m. at The Crossroads Carmel and the parade starts at 9:30 a.m. Registration closed September 30. The event’s terms require participating dogs to remain leashed during the parade and limit parade participation to registered poodles, poodle mixes and other dogs that are members of a poodle family.

Organized afternoon beach play is different from the parade, but Carmel’s city rule still governs the sand. A crowded celebration does not relax the voice-control test. In practice, the extra dogs, motion and excitement make reliable recall more—not less—important.

Where does the leash go back on?

The off-leash allowance applies to Carmel Beach itself. The city’s Carmel Beach page says dogs must be leashed in all other places in Carmel, including the Scenic Pathway. It also tells handlers to leash dogs at the bottom of the stairways or sand ramps when leaving the beach.

That boundary is easy to miss because the path and sand feel like one continuous outing. Treat the transition as a routine: call the dog close, clip the leash, then approach the stairs or ramp.

When should the leash stay on even where it is optional?

Legal permission is not a promise that the beach is right for every dog on every day. Use a leash when recall is uncertain, the beach is too crowded for the dog to remain settled, surf or access conditions make control harder, or wildlife is present.

If a seal or sea lion is on the beach, leash immediately and create distance. The Marine Mammal Center recommends at least 150 feet—50 yards—and specifically advises keeping dogs leashed around marine mammals.

Before leaving home, check current conditions and access, pack a leash and waste bags, and make the off-leash decision only after seeing the beach you actually have. Salt Hound’s California Dog Guide, California Dog Adventure Finder and California Dog Hazard Center can help with the wider trip.

The best Carmel Beach rule is the one you can keep

Carmel’s off-leash tradition works when freedom stays connected to control. Carry the leash. Keep the dog within 25 feet. Call them back to within three feet. Keep them there when the beach gets busy. Clip in before leaving the sand.

That is not less of a beach day. It is what makes the privilege sustainable for the next dog coming down the stairs.
