Carmel Beach can host surf instruction under suitable conditions, but it is not a self-guided beginner recommendation. The City states there are no lifeguards and warns visitors to remain aware of waves, undertow and riptides.

The City lists a main lot at the bottom of Ocean Avenue, marked spaces along Scenic Road and additional parking along San Antonio Avenue. Follow overnight and vehicle-size restrictions.
Use the Ocean Avenue sand ramp or open public stairways. Do not cut across the bluff; the City identifies erosion and plant damage concerns.
Public restrooms are at the bottom of Ocean Avenue near the lot and on Scenic Road at Santa Lucia Avenue.
Dogs may be off leash on Carmel Beach only under voice control. Dogs must be leashed on the Scenic Pathway and elsewhere in Carmel.
